【摘要】:Thisguidesummarizesthetypicalcontentsofacoursetoaidemergencyresponseteamtrainingorganizationsinselectingimportantsubjectsforinclusioninexistingornewtrainingprograms.1.1Thisguidecoversaformatforahazardousmaterialsspillinitialresponseteamtrainingcurriculum.Thisguideisdesignedtoassisttrainersofinitialresponsepersonnelinassessingthecontentoftrainingcurriculumbyprovidingguidelinesforsubjectcontentagainstwhichthesecurriculamaybeevaluated.Theguideshouldbetailoredbythetrainertofitspecificcircumstancesthatarepresentinthecommunityorindustrywhereaspillmayoccur.1.2Sections56789ofthisguideidentifythosetrainingareasthatshouldbeconsideredinacurriculum.Theareaofpreplanningislistedandthistopicshouldbeseriouslyconsideredbytheuser.Trainingisonlyasmallpartofanoverallspillresponsecontingencyplan.Aproperlyequippedandtrainedspillresponseteamcannotoperatewithoutapreviouslyagreedplanofattack.1.3CurrentlytheCodeofFederalRegulation40CFR112,40CFR265,and49CFR173specifythatproducers,handlers,andshippersofhazardousmaterialsshallplanandtrainforhazardousspillresponse.Thebroadinterpretationoftheseregulationscouldincludetherequirementtotrainstateandlocalresponseorganizationswhomayberequiredtohandlehazardousmaterialsinanemergencyspillsituation.Regardlessoftheaboveregulatoryrequirements,trainingisessentialtoaproperresponseinanemergency.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
